Arm soreness in youth players is rarely caused by one thing

In most cases, it’s a combination of factors that build up over time, including lack of strength, poor movement patterns, growth stages and excessive throwing volume.

Throwing is also involves a whole body movement called the kinetic chain, featuring the lower body, hips, spine, shoulder and arm. When mobility is restricted or the correct muscles aren't activated, the arm absorbs a level of force it was never meant to handle.

This is often where recurring soreness comes from – soreness that often isn't fixed by rest, as rest doesn't address the root cause.
